Disables memory heavy tests on s390

Flint build runs OOM on s390 as it have smaller address space(2GB). I have fixed this by setting "-DHAVE_FAST_COMPILER=0" , as it's already done for ARM. In attachment is patch doing so.

A version of flint built with this patch has just been pushed to stable for F-20.  Builds for F-21 and Rawhide with this patch were done when the bug was first filed.
