Add interval to 20-connectivity-fedora.conf to fix captive  portal detection

NetworkManager-config-connectivity-fedora is missing interval definition. It is seems that without the interval definition the captive portal detection does not work.

I attached a patch to set the interval to 300

Should be fixed in NetworkManager-0.9.10.0-2.git20140704.fc21.
