Description of problem:
When a user attempts to remove v1 of a content view, while another version (say, v3) of the same view is publishing, an error is thrown.  I am not sure why such a block is necessary, but at very least, maybe we should not allow users to try removing any version of a view when another is publishing.

How reproducible:


Steps to Reproduce:
1.  Publish a couple versions of a content view.  The first one or two could even be empty if you want.
2.  Publish a third with a significant amount of content, at least one that won't publish almost instantaneously.
3.  While version 3 is publishing, attempt to 'Remove' one of the previous ones by clicking the button.

Actual results:

Expected results:

1. Don't cause removal of older publishes to block when newer are being pushed?
2. Failing that, disable any ability to allow users to even try and remove older views when newer versions are being published.


Additional info:
I am unsure as of yet, if, after the publish is complete, the failed delete will gum up dynflow and/or will manually need to be restarted.  Stay tuned!

It appears that the stopped task cannot be resumed... but user is able to subsequently "try again" and that seems to work... so I guess we can bounce this to a later release.

Yes this handled much better currently.  We disable the buttons if a CV is in the process of publishing or promoting and provide a warning message explaining things.
