Description of problem:
as summary

Version-Release number of selected component (if applicable):
v3.8.10-1 on devel server

How reproducible:
100%

Steps to Reproduce:
1.open a test run
2.then click clone button
3.save the new test run with estimated time is 0

Actual results:
step2: the estimated time of test run is 0
step3: the run can not be created and it stayed in the clone run page without any warning message.

Expected results:
step2:the estimated time should not be 0 because the format is wrong.(eg 0:0:0)
step3:there should add friend warning next to the time input box and add a warning box when the run can not be created.

verify on devel server--->fail
verify steps:
set the estimated time as zero ,it happens 500 error without warning.

verify on devel server with nitrate 3.8.10===>pass
verify steps are the same as the description.
