Description of problem:
Obsolete project versions are available in the list provided for a "Request to add to group" action.

Version-Release number of selected component (if applicable):
3.4

How reproducible:
Easy always

Steps to Reproduce:
1. Sign in as admin
2. Go to a project, settings, press "Archive this project"
3. sign out and back in as the maintainer of above project
4. go to a group and press the request to add in the menu

Actual results:
The obsolete version is in the list

Expected results:
Should only show the active versions
