Description of problem:

Touchpad tapping is off by default.  This appears to be changed from F20, or at least upgrading from F20 to F21 disabled it for me.

Tapping has been off by default for ages. It was disabled by default at the synaptics driver's level several Fedora releases ago, kcm_touchpad did not override that default (and it shouldn't).

(And by the way, Hans de Goede said at Flock that tapping will still be disabled by default in libinput/Wayland and that's how it should be.)

The only issue I can see is that the new kcm_touchpad does not honor the settings from the old one, that's bad, but not banned since we're only pushing this to a new Fedora release. It could use a release note though.
