Description of problem:
The individual page for e2fsprogs-devel:
https://rhn.redhat.com/network/software/packages/details.pxt?pid=82169
lists the .src.rpm for the non-devel version, and no .src.rpm for the
-devel.  Apparently the .src.rpm for e2fsprogs-devel is unavailable
from RHN.

Near the bottom of the page:

e2fsprogs-devel-1.32-6.i386.rpm (119,282 bytes) Download RPM
e2fsprogs-1.32-6.src.rpm (2,893,917 bytes) Download SRPM

and the .src.rpm for e2fsprogs-devel is not available.

This is correct.  Often the devel packages and non-devel packages are build from
the same source package.
