Title: Content Dashboard throws error when I try to view this with a new user.
Describe the issue: I have created a new user, organisation and location. The new user has a default set to the organisation and location. For the user I have assigned every Role except NO admin ticked.
I am now trying to click monitor -> content Dashboard and it shows an error of:

Suggestions for improvement: Assume there is something I have missed but we should throw a better error and direct users how to create / initialise the content dashboard.

I also tried to dump the user roles assigned but I could not find a way to do that with hammer, not even a hammer -v shows this in the command line.
I have added ALL roles including Manager, Site Manager to the user so I would have expected the content dashboard to work.
Note I have NOT added ANY content to this satellite 6 server yet - I have not added in any repos or hosts yet.
This is in FAB so user access can be provided on request.

Since this issue was entered in Red Hat Bugzilla, the release flag has been
set to ? to ensure that it is properly evaluated for this release.
Content dashboard has been unified with the main dashboard in current releases so this doesn't seem to be a valid bug anymore. Closing this bug, feel free to reopen if this still occurs in the current release with further information.

I have added ALL roles including Manager, Site Manager to the user so I would have expected the content dashboard to work. Note I have NOT added ANY content to this satellite 6 server yet - I have not added in any repos or hosts yet. This is in FAB so user access can be provided on request.
