Description of problem:
openssh-server owns a directory in /var/empty, but no package owns
/var/empty. openssh-server or filesystem should own this directory. 

(I see that the filesystem package for Mandrake owns this directory;
taking that as a model, I decided to report the bug against filesystem
instead of openssh-server.)

filesystem-2.2.1-5

How reproducible:
Always

Steps to Reproduce:
1. rpm -qf /var/empty 

Actual Results:  file /var/empty is not owned by any package

Expected Results:  some package name should be returned
