The upstream systemd scripts were incorporated in the F21. So yes there are some changes, but I tried to make it as backwards compatible as possible...
I have to disagree. Since upgrading some F20 machines to F21, the NFS shares are no longer mounting. Please provide details on how to migrate old mounting previously done by nfs.target so that the they will be again mounted at bot/login time in F21. I _believe_ it can be done by moving symlink into network.target.wants (whch also does not exist by default) but, since the NFS mounting may be related to the system sometimes not shutting down for undefined time (at least 12 hours), some clear instructions will be appreciated.

Please try using the latest nfs-utils (1.3.1-4.1.fc21). I believe I've addressed all of the migration issues with that release.
This message is a reminder that Fedora 21 is nearing its end of life. Approximately 4 (four) weeks from now Fedora will stop maintaining and issuing updates for Fedora 21.
