Description of problem:
a2ps cannot convert UTF-8 text to postscript

How reproducible:
Create a text file and run a2ps on it.


Steps to Reproduce:
1. Create a text file, containing UTF-8 chars , e.g. test.utf8.
2. Run a2ps -o test.ps test.utf8
3. Look at the resulting file: gs test.ps
  
Actual results:
You will see uncorrect chars.

Expected results:
Correct visible chars of input file.

Additional info:
I used russian ru_RU.UTF-8
