Description of problem:
If an entry is empty, it should not be Approved, rejected, translated, and fuzzy.
So it is better to grey them.

How reproducible:
Always

Steps to Reproduce:
1. In translation editor, focus on an empty entry.
2. Click Reject
3. Click Save as translated

Actual results:
After 2, a dialog "Confirmation of Reject" pop up.
After 3, input focus move to next entry.

Expected results:
No action should be taken.
