Correct steps in comment0 for online.
Steps to Reproduce:
1.Create three domains and don't add app into them
2.refresh and view https://$broker/admin-console/stats, check the applicaitons-domain bar
3.Create some apps for one of domains.
4.refresh and view https://$broker/admin-console/stats, check the applicaitons-domain bar


Actual results:
step 2:
Could see bar for 0-applications-domain.
step 4:
But no bar for 0-applications-domain.(actually,two domains still has no apps).

Expected results:
Should have bar for 0-application-doamin if has no apps for domains.
