Description of problem:
The Add External Bug section at the bottom of enter_bug.cgi has strange misalignment of the text, as shown in the attached screenshot.

Notice that the bold label, unbold label and drop-down all have different vertical alignment.  Furthermore, the "Bug ID" label is wrapped over two lines despite there being plenty of horizontal space for it.

Steps to Reproduce:
1. Open https://bugzilla.redhat.com/enter_bug.cgi?product=Bugzilla&version=4.4 and scroll down to the bottom of the page.

Actual results:
Layout as shown in the attached screenshot.

Expected results:
"Location" label vertically centered, "Bug ID' label vertically centered and not wrapped.

Note: the layout in the External Trackers section of show_bug.cgi is much better than that in enter_bug.cgi.

This was fixed in BZ 5.
