Description of problem:
When installing Satellite 6.0.4 on RHEL 7 I receive an error while registering the Foreman proxy and when I attempt to open the web ui I see a message:
Forbidden

You don't have permission to access / on this server

setenforce 0; service httpd restart gets the UI working, rerunning the installer at that point gets the proxy registered

Proxy fails to register, web ui is inaccessible
