I installed Fedora-Live-Workstation-x86_64-21-Alpha-TC4.iso using the qemu command line: ionice -c 3 qemu-kvm -enable-kvm -global qxl.ram_size=1x1024 -m 2048M -smp 4 -drive file=./Fedora-Live-Workstation-x86_64-21-Alpha-TC4.iso.qcow2,index=0,media=disk,cache=unsafe -localtime -serial file:/tmp/qemu-Fedora-Live-Workstation-x86_64-21-Alpha-TC4.iso.qcow2-output.log -name Fedora-Live-Workstation-x86_64-21-Alpha-TC4.iso.qcow2 -cdrom /local/mfabian/iso/f21-Alpha-TC4/Fedora-Live-Workstation-x86_64-21-Alpha-TC4.iso -boot c -spice port=6000,disable-ticketing,streaming-video=off -vga qxl -display vnc=:4 -net nic -net user,hostname=Fedora-Live-Workstation-x86_64-21-Alpha-TC4.iso.qcow2,hostfwd=tcp::5555-:22 -monitor stdio -usb When the installation was done and I logged in to Gnome, I found only the Japanese keyboard layout and the US English keyboard layout selectable in the Gnome panel (I had added the US English layout at the start of the installation in Anaconda). But there was no Japanese input method. ibus was running and ibus-kkc was installed, but ibus-kkc had not been added to the input sources. I could add it manually using “gnome-control-center region”. But this should be configured by default when the installation is done in Japanese.
It is the same when using the live version. When running Fedora-Live-Workstation-x86_64-21-Alpha-TC4.iso in qemu and selecting “Try Fedora” (*not* “Install to Hard Drive”), It starts in English, then I can change to Japanese using “gnome-control-center region”, then click on the offered “log out” button, log into the desktop again and see it in Japanese. But there is still no Japanese input method configured after doing this. I can add the Japanese input method manually by using “gnome-control-center region” again. But shouldn’t this be automatic when switching to Japanese?
In Fedora 20, when logging in to Gnome for the first time, gnome-initial-setup started. And this did configure the input method. In Fedora 21, I somehow miss gnome-initial-setup, it doesn’t appear when loggin in to Gnome for the first time. Why is this missing?

The upstream bug https://bugzilla.gnome.org/show_bug.cgi?id=736764 is fixed and Fedora-Live-Workstation-x86_64-22_Beta-3.iso shows gnome-initial-setupp again after a default installation in Japanese where a user was created already in anaconda. So this is fixed in Fedora 22.
