The salt package in f21 is stuck at 2014.1.5. It looks like no builds have been submitted since f21 was branched from Rawhide: https://lists.fedoraproject.org/pipermail/devel-announce/2014-July/001418.html That message is fairly terse, but it means that rawhide at that point became f22 and separate builds for f21 need to be submitted.
2014.1.11 will be cut soon (within the next week, perhaps even by the end of this week), I will do an f21 build at that time.
