Description of problem:

First attempt.. clean install
1. install rhos 4.0 on rhel65, the following failed to restart after reboot

2014-08-28 16:26:39         "openstack-swift-proxy", 
2014-08-28 16:26:39         "openstack-swift-object"

Second attempt.
2. Fresh install rhos 4.0 on rhel 6.5, the following four services failed to restart after a reboot
2014-08-29 04:12:01         "openstack-swift-proxy", 
2014-08-29 04:12:01         "openstack-swift-account", 
2014-08-29 04:12:01         "openstack-swift-container", 
2014-08-29 04:12:01         "openstack-swift-object"

The archive created by ansible did not include /etc/swift.

Is this something reproducible? If yes, what does happen if you
try to start the services?
