Description of problem:
This is a regression since patches related to Bug 1127877. vdsm-tool configure call fails when one conf file does not exist.

Actual results:
IOError is raised and the configure process fails

Expected results:
Create the file and configure it for vdsm

seems like it doesn't occur. maybe i did something wrong there. 

will reopen if i'll catch the exact reason i faced that fail again
