This is fixed in rawhide and f21.  If f20/f19 fixes are not required, then we can close this.

Closed with fixes to f21 and rawhide.  i'm not doing f20 and f19 updates since there was no response to my question on whether they're needed.  Please reopen if they are in fact needed.

Sorry, F20 updates seem prudent for this issue because the iconv functions are exposed to untrusted inputs (even if you do not actually use IBM codepages during regular use of the system).
