Steps to Reproduce:
1.Install All In One
2.Create via Dashboard:
vpn-ikepolicy-create
neutron vpn-ipsecpolicy-create 
neutron vpn-service-create
3.create VPN- IPsec Site, the creation in "Pending Create" status.

After consulting with Nir, VPNaaS is not supported in OSP-5, unless an issue/request comes from a customer we rather focus on testing with OSP-6.
