Description of problem:

[root@hp-dl388g8-03 ~]# rpm -q xfsprogs
xfsprogs-3.1.1-16.el6.x86_64

xfs_io could not write to /mnt/xfs/null

[root@hp-dl388g8-03 ~]# xfs_io -c "pwrite 0 512" /mnt/xfs/null
xfs_io: specified file ["/mnt/xfs/null"] is not on an XFS filesystem

If I add -F option, xfs_io works
[root@hp-dl388g8-03 ~]# xfs_io -Fc "pwrite 0 512" /mnt/xfs/null
wrote 512/512 bytes at offset 0
512.000000 bytes, 1 ops; 0.0000 sec (244 MiB/sec and 500000.0000 ops/sec)

It's an xfs partition, with/without -F should not make any difference

d1b8818 xfs_io: deprecate the "-F" foreign flag

fixes this.

Let's fix this in RHEL6.8 as well, since we're going to update xfsprogs.
