Description of problem:

oVirt engine supplies vm.reboot() command which performs a regular reboot operation on the virtual machine,on oVirt-engine UI this option appears when right clicking on a Vm.
However,this option is constantly greyed out (view image),thus,in practice,not exposed to the average UI user .

when attempting to execute this command from rest-api,py-sdk it is executed successfully.

How reproducible:
100%


Actual results:
reboot option is not exposed to oVirt-webadmin

Expected results:
reboot should be exposed to the user and be greyed out in case vm is down,or during reboot session
