Well, I'm not sure it's anaconda, something seems to be significantly different in the kickstarts themselves. Compare and contrast the two .ks files in TC4 docker-base: http://koji.fedoraproject.org/koji/taskinfo?taskID=7449181 with TC6: http://koji.fedoraproject.org/koji/taskinfo?taskID=7528098 the TC6 ones look like stubs, like 2-3 lines long.
okay, I found the bug. it was in the script that submitted the tasks. it ended up sending a mostly empty kickstart
