Description of problem:

I believe the fact that the now legacy openstack plugin is still shipped in 7.0 by sos 3.0 hid these failures from users as we still collected logs.

There are issues with the legacy plugin so it will hopefully be removed in 7.0.z (BZ#1106423) thus we need these plugins to work ASAP.

plugin openstack_glance does not install, skipping: No module named plugintools

plugin openstack_horizon does not install, skipping: No module named plugintools
plugin openstack_keystone does not install, skipping: No module named plugintools
plugin openstack_neutron does not install, skipping: No module named plugintools
plugin openstack_nova does not install, skipping: No module named plugintools
plugin openstack_swift does not install, skipping: No module named plugintools
This command will collect diagnostic and configuration information from
this Red Hat Enterprise Linux system and installed applications.

# rpm -qa | grep sos
sos-plugins-openstack-2013.2-5.el7ost.noarch

How reproducible:
Always.

Steps to Reproduce:
1. # yum install sos-plugins-openstack -y
2. # sosreport
3. Only the legacy openstack plugin is used, hitting BZ#1106423 etc.

Actual results:
Only the legacy openstack plugin is run.

Expected results:
New openstack_${service} plugins are called.
