Description of problem:
Tab order issues in Edit/New Virtual Machine dialogs

How reproducible:
100%

Steps to Reproduce:
1. Edit any existing VM or start New Virtual Machine dialog
2. Use the tab key to navigate between fields in the various screens

Actual results:
The tab key results in non-consecutive and non-top to buttom selections

Expected results:
The tab key should result in selections from left to right and top to bottom.  

Additional info:
Each one of the screens within the Edit/New Virtual Machine has different tab orders which do not match expected results.  For example, in the main General tab, the tab order should be:
Cluster, Based on Template, Template Sub Version, Operating System, Instance Type, Optimized for, Name, Description, Comment, Stateless, Start in Pause Mode, Delete Protoection, nic1, - button and then +, OK button, Cancel button and then the System tab
What I get is:
Cluster, nic1, Operating System, Based on Template, Instance type, Template Sub Version, Name, Description, Comment, Optimized for, Stateless, Start in Pause Mode, Delete Protoection, System tab

depends on bug 1064240 (infrastructure for properly setting dialogs tab index).

dependent bug is deferred to 4.0

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

Closing old bugs. If this issue is still relevant/important in current version, please re-open the bug.

Specifically for UI, we are not going to invest in fixing keyboard based navigation.
