Description of problem:

How reproducible:
100%

Steps to Reproduce:
1. Click on the Make Template button from a VM with at least a few disks
2. Click on the Make Template button from a VM that has no disks

Actual results:
1. Several layout issues extra spacing around the Disks Allocation table, small edit field under the Alias column, very large column Virtual Size and Target dropdown menu that overlaps with Virtual Size column
2. Scrollbar shown for the error area when a VM has no disk

Expected results:
1. Minimize spacing around the options (Create as a Sub Template Version, Allow all users to access this Template and Copy VM permissions) such as to Allow the error area more space without the need for scrollbars (listed in the next point).  Virtual Size can probably do with half the space (and perhaps can be the last column).  The Alias fields should take full space under their column, the Target dropdown menu shouldn't go outside their column but take full advantage of the column width.
2. Start error/info area slightly higher so that messages wuch as when no disks exist don't require a scrollbar

One other item for consideration: Sub Template version, perhaps this can be changed to something along the lines of Template sub-version
