Could you please request an EPEL 7 branch and build perl-HTTP-ProxyAutoConfig ?
It is needed by perl-XML-Stream.
If you don't want to maintain the EL7 branch, I can if you wish.

I'm not interested in epel7 at the moment.  Feel free to request a branch for yourself.
