Description of problem:
In RHEVM 3.5, the welcome page (/ovirt-engine/) is missing completely the Downloads section with "Console Client Resources" link.

Version-Release number of selected component (if applicable):
rhevm-3.5.0-0.10.master.el6ev

100%

Steps to Reproduce:
1. Open RHEVM welcome page at http://<rhevm-fqdn>/ovirt-engine/

Actual results:
The entire Downloads section is missing, including link "Console Client Resources".
See attached screenshot.

Expected results:
Downloads section and "Console Client Resources" link should be there.

Additional info:

This is regression against RHEVM 3.4
