Doc Text:
Cause: Due to the patternfly/rcue changes to the UI, the z-index of the header changed causing the dragging functionality to no longer work. Consequence: Users are unable to drag popup windows. Fix: Fix the z-index of the header to be what the drag function expects. Result: User are able to drag popup windows again.

Description of problem:
Can't drag any pop-ups windows in GUI

Steps to Reproduce:
1. Try to drag pop-up windows, any window. (New network, SetupNetworks, New vm and so..)

Actual results:
Can't drag pop-up windows

Expected results:
Should be able to drag any pop-up window in GUI

this bug was moved to MODIFIED before vt4 build date thus moving to ON_QA.
if you belive this bug isn't in vt4, please report to rhev-integ

this bug status was moved to MODIFIED before engine vt5 was built,
hence moving to on_qa, if this was mistake and the fix isn't in,
please contact rhev-integ
