Description of problem:
as summary.

Version-Release number of selected component (if applicable):
v3.8.10-2 on qa server.

How reproducible:
100%

Steps to Reproduce:
1.login the tcms as a superuser.
2.update the priority P5 to be P55 in the admin and then check the result in the advanced search page. 
3.add a new priority "Critical" in the admin and check the result in the advanced search page.

Actual results:
step 2: the P5 does not update to be P55.
step 3:the new priority does not display in the priority option of the cases in the advanced search page.	


Expected results:
the priority should synchronize to the updates in the admin.
