Description of problem:
Once a config file diff count is set to a non-zero number, it never gets re-set back to zero.

sat570 (and older)

How reproducible:
always

Steps to Reproduce:
1. deploy a configuration file for a server
2. modify the file on the client machine
3. hit 'Single Run Schedule' button on the https://<sat5-fqdn>/rhn/admin/BunchDetail.do?label=compare-configs-bunch page and run rhn-check --v on the client machine
4. verify the 'Configs' column for the system on https://<sat5-fqdn>/rhn/systems/Overview.do page is non-zero
5. re-deploy the same config file and run rhn-check on the client machine
6. check the 'Configs' column for the system on https://<sat5-fqdn>/rhn/systems/Overview.do page

Actual results:
same non-zero number as in point 4)

Expected results:
0

Reproducer is 

1. deploy a configuration file for a server
2. modify the file on the client machine

With the release of Red Hat Satellite 5.7 on January 12th 2015 this bug is
