Description of problem:
I unchecked the rh common beta repos today since our content should now be in rh common and attempted to promote a new version of the content view

Satellite 6.0.4

How reproducible:
Happened on two out of two systems I attempted it on.

Steps to Reproduce:
1. Install Satellite 6 
2. sync some content
3. publish a new content view with some repos
4. uncheck a repo and attempt to publish a new version of the view

Expected results:
I would expect it to promote normally if it allows me to uncheck repos.

Additional info:
Unpausing the task after the error seemed to let the promotion finish correctly
