[test case] User change the case's text with Rich Text format, system show the case's change log in mess.

Version-Release number of selected component (if applicable):
v3.8.11-1 on devel server.

How reproducible:
100%

Steps to Reproduce:
1.User enter a case detail page, change case's setup with Rich Text format like font-weight, save the change.
2.Enter change log tab in case detail page.

3.Inspect the change log for this action.

Actual results:
change log detail for setup change contains html label, so that, the page show in mess.

Expected results:
change log detail for setup change does not contain html label.
