Duplicated data in GS_GADGET table.

Describe the issue: 
If you repeated a installation of FSW using a database created previusly then some information is inserted again. 

For example the table GS_GADGET has duplicated the gadget definitions. 

Suggestions for improvement: 
It could be a good idea that installer allow us to check if we want to recreate or no the schemas (fresh installation).

Please note that this is not concerned with the gadget server config but DB config in general.

Additional concerns
- upgrading the db
- installing without cleaning an existing DB
- installing after cleaning an existing DB
- allowing a DBA to execute the creation scripts
