the comment number is coinsistent with the updates.

Description of problem:
as summary.

Version-Release number of selected component (if applicable):
v3.8.11-1 on devel server.

How reproducible:
100%

Steps to Reproduce:
1.open a test run with some case runs.
2.then add comments for the first case run .Check whether the comment number is insistent .
3.the delete the comment .Check whether the  number is insistent again.

Actual results:
step 2:the number in the summary is 1,but the number next to the "Comments History" is 0.
step 3:the number in the summary is 0 ,but the number next to the "Comments History" is 1.
