Steps to Reproduce:
1.Clusters->CPU profiles->new->Create any CPU profine with limitation to 50.
2.Data centers->QOS->CPU->new->create QOS with limit of 0.
3.See that you're not receiving the expected allowed range within the error message.
Actual results:
No allowed range provided within the error message.
Expected results:
Range have to be provided.

Works for me on these components:
Red Hat Enterprise Virtualization Manager Version: 3.6.0-0.15.master.el6
