Out of the range message doesn't provides expected range for QOS limit of 0 entered.

How reproducible:
100%

Steps to Reproduce:
1.Clusters->CPU profiles->new->Create any CPU profine with limitation to 50.
2.Data centers->QOS->CPU->new->create QOS with limit of 0.
3.See that you're not receiving the expected allowed range within the error message.

Actual results:
No allowed range provided within the error message.

Expected results:
Range have to be provided.

The main issue here is:
Data centers->QOS->CPU->new->create QOS with limit of 0.

Steps to Reproduce:
1.Data Centers->Qos->CPU->CPU->create QOS with limit of 0.
2.See that you're not receiving the expected allowed range within the error message.

Works for me on these components:
Red Hat Enterprise Virtualization Manager Version: 3.6.0-0.15.master.el6 

"Operation Canceled
Error while executing action: Cannot add QoS. Values are out of range
(Legal range is: 1-100)."
