Cluster can have Virt service enabled with no CPU Type or CPU Architecture set when editing but not in a new Cluster

Description of problem:
Cluster can be configured with Virt service and no defined CPU Architecture or CPU Type if first setup as a Gluster service

Version-Release number of selected component (if applicable):
3.5 vt3.1

How reproducible:
100%

Steps to Reproduce:
1. Create a new Cluster, initially selecting to enable Gluster service
2. Edit this new Cluster, choosing to enable the Virt service instead

Actual results:
There are no errors when trying to update the Cluster to use the Virt service without selecting the CPU Architecture and the CPU Type

Expected results:
It isn't possible to create a Cluster with Virt service without the CPU Architecture and the CPU type, so editing a Cluster should also enforce these requirements
