The OS::Cinder::Volume resource type now includes a 'scheduler_hints' property. This allows scheduler hints to be passed to the Block Storage service when creating a volume, and requires v2 of the Block Storage API.

Description:

When creating volumes with Cinder, passing scheduler hints can be necessary to select an appropriate back-end. This spec propose to add a 'scheduler_hints' option for OS::Cinder::Volume objects, as is it already done for OS::Nova::Server.
