Existing users can be re-added endlessly

Description of problem:
Already existing users can be re-added through Add Users and Groups

Version-Release number of selected component (if applicable):
3.5 vt3.1

How reproducible:
100%

Steps to Reproduce:
1. Navigate to the Users tab and click on Add
2. Click on GO
3. Check and add the user 'admin' (which already exists in the system)

Actual results:
The Events tab lists an event stating “User 'admin' was successfully added to the system”

Expected results:
Grey out any existing users with a tooltip

This is "by design" and existed long ago as kinda refresh.

So re-adding it does a user refresh (user details, groups, etc.?)

as much as I hate this behavior this is what engine always did.
