BTW, simple to workaround

workaround is

issue a 'pcs status' on each controller
The node with has
'
Daemon Status: corosync: active/disabled
pacemaker: active/disabled
pcsd: active/enabled
'

you will need to issue
systemctl enable pacemaker
systemctl enable corosync
