When going to a project version page, click the dropdown then select "Download config file", the page just refreshes itself and no file is downloaded.

Reproducible: Always

Steps to Reproduce:
1.Go to a project version page
2.click the dropdown '...' then select "Download config file"
Actual Results:  
Page refresh but no file is downloaded

Expected Results:  
A config file is downloaded to your disk
