PDF output cuts off lines in the table of contents

How reproducible:
always

Steps to Reproduce:
1. publican build --nocolours --formats="html,pdf" --langs=%{locale} --src_dir=%{admin_guide_book}-%{product_line} --publish
2. open the PDF

Actual results:
TOC lines are cut off

Expected results:
TOC lines should flow down to the next page if they won't fit

Clearly we aren't going to address this. Might be worth trying upstream.
