Unfortunately this makes no sense, especially if
you use the per-window layouts. If you usually
have 20 windows with EN and 1 window with RU, and
occasionally the last opened window before log-out
was RU, the next day you'll get all 21 windows
with RU, which can't help but to piss me off.
Please disable this last layout remembering, at
least if per-window layouts are being used.

Previously we had the order setting but now we removed that complicated it.
Transferring to GNOME.
If you also wish to request the same issue for non-GNOME, please file an IBus upstream bug instead of Red Hat bugzilla since this is a design issue but not a bug.
I don't remember if MS-Windows 8 has the order setting and per-window IME is implemented for the back compatibility but I'd suggest not to use the per-window setting at present.

GNOME doesn't do this anymore in F21.
