Can't search out cases/runs/plans via Chinese tags in the advnaced search

Description of problem:
as summary.

Version-Release number of selected component (if applicable):
v3.8.11-2 on devel server.

How reproducible:
100%

Steps to Reproduce:
1.open the advanced search and input a Chinese tag to search cases/runs/plans.


Actual results:
There would be errors about the 'ascii' codec can't encode characters
 
Expected results:
It should pick put the matched results.
