Description of problem:

When a resource configuration page in pcs gui is open, all the constraint related form fields are expanded by default even if they're all empty, making the page to look cluttered a lot.

Having to automatically open only those constraint categories that aren't empty and collapse all others would save a lot of space, just like optional resource arguments are collapsed by default.

In addition, there's a visual bug when collapsing any of the Resource Ordering Set Preferences, Resource Colocation Preferences  or Resource Meta Attributes, these form elements disappear with leaving a empty space above the resource details.

Before fix:
[root@node1 ~]# rpm -q pcs
pcs-0.9.129-1.el7.x86_64

In pcsd GUI navigate to 'Resources' tab. All contraints tables are expanded. Arrows are under titles of constraints tables. After colapsing some of the constratins fields, there is empty space left under them.


After fix:
[root@node1 ~]# rpm -q pcs
pcs-0.9.135-1.el7.x86_64

In pcsd GUI navigate to 'Resources' tab. Constraints fields, that have no contraints are colapsed. Arrows are on left side of titles and after colapsing some of the constraints tables there is no gap left above resource details.
