Description of problem: 

The current version of puppetlabs-mongo in opm does not support HA configuration (rs.initiate, add, etc).  This is needed in order to make mongo HA in quickstack, and appears to be available in newer versions of puppetlabs-mongo.

a pull request has been issued to the openstack puppet modules git repo: https://github.com/redhat-openstack/openstack-puppet-modules/pull/119

pull request has been merged to the icehouse repository. waiting for the acks on this and other bugs to create a package
