Disable --foreman-plugin-discovery-install-images option

Description of problem: We need to disable this --foreman-plugin-discovery-install-images option because we want our customers to use downstream builds of discovery. This installs upstream version. Easy to fix.
Since this issue was entered in Red Hat Bugzilla, the release flag has been set to ? to ensure that it is properly evaluated for this release.
It's disabled by default, or are you proposing to patch it out?
Oh yeah, that's my proposal.
Tentatively agreeing with this, but it looks like the bigger problem is that upstream and downstream have different methods of distributing discovery images, leading to this discrepancy.

Verified with builds: sat6.1 beta snap4 compose2 Satellite-6.1.0-RHEL-7-20150225.0 Satellite-6.1.0-RHEL-6-20150225.0 --foreman-plugin-discovery-install-images sets to 'false' under katello-installer. Also I can see only downstream image installed by foreman-discovery-image rpm under /var/lib/tftpboot/boot --foreman-plugin-discovery-install-images should the installer download and setup discovery images for you? the average size is few hundreds of MB (default: false)
This bug is slated to be released with Satellite 6.1.
