Description of problem:

Sometimes, there is MAX ACTIVE GEARS Statistical Error. Especially, during applications are creating or deleting. Once there is no app creation/deletion, the values is equal to the District capacity.

The conspicuous Statistical Error was snapshot in Screenshot-5.png, After 10 apps are deleted, the  MAX ACTIVE GEARS is set 20, in fact the District capacity is 10.  Waiting for about 10 seconds, if refresh Data collected, it will be back to normal.

it seem there is Statistical Error above mcollective facts update delay issue. 

For example:
In Screenshot-1.png, It equal the District capacity.
In Screenshot-2.png, The values is wrong.
In Screenshot-3.png, The values is wrong.
In Screenshot-4.png, It equals the District capacity.
In Screenshot-5.png, The values is wrong.

Steps to Reproduce:
Congiure nodes with default small  profile, Set district capacity equal 10. 
1. Refresh Data collected, get Screenshot-1.png. 
2. Create some apps, Refresh Data collected, get Screenshot-2.png.
3. Add more apps, Refresh Data collected, get Screenshot-3.png.
4. Fill district, Refresh Data collected, get Screenshot-4.png.
5. delete all apps,Refresh Data collected, and get Screenshot-5.png.

Actual results:
There MAX ACTIVE GEARS Statistical Error in Screenshot-2.png, Screenshot-3.png and Screenshot-5.png.

Expected results:
The MAX ACTIVE GEARS should be calculated accurately.

mcollective facts are up to a minute behind reality, and there's not much to be done about that. Unfortunately they are the only source of certain information, such as idle statistics.

OpenShift Enterprise v2 has officially reached EoL.  This product is no longer supported and bugs will be closed.

Please look into the replacement enterprise-grade container option, OpenShift Container Platform v3.  https://www.openshift.com/container-platform/
