Does this conflict with libqtxdg? (I'm guessing yes, and if so, how do you plan on dealing with it?)
Fyi, libqtxdg-0.5.3 is already in rawhide, so is this still needed?

No fear. libqtxdg provides qt5 libs (with special names): https://apps.fedoraproject.org/packages/libqtxdg-qt5/ Another problem - that this (qtxdg) package conflicts with libqtxdg from my razorqt package. Solution is to repackage razorqt with qtxdg-devel-0.5.3. This is my next step.
My recommendation: abandon this review, and build all libqtxdg-related stuff from the libqtxdg module/package And as you hinted, that means dropping the bundled one from razorqt to use the system copy instead.

File a bug to start the the unresponsive maintainer policy then (and please CC: me if you don't mind) Submitting the essentially the same software under a different package name is not really acceptable.

I hope Lubo can solve this soon.
